I realize this is a bit late, but if I remember correctly, whenever the E.T. suit was used (there were multiple versions of the E.T. figure: an animatronic, mannequin of sorts, etc.) the filmmakers called upon the services of a man with an absent lower body or no legs. Perfect, really, considering if you were to catch a glimpse of the E.T. silhouette unawares, you might think it an amputee. An amputee with an oddly shaped head, but an amputee nonetheless.

Way late....the guy was michael bilon, he had ellis-van creveld disease. just a kind of dwarfism - I don't know how they transformed him.
