who says it doesn't? ever seen hulk's genitals? way i see it, it goes green and grows as much as the rest... would be illogical otherwise ...
it's just like Mr. Fantastic (Can he stretch it?) or the Thing (is it made of rock?)...
it's just never adressed in the comics for obvious reasons...

Because the penis doesn't have a whole lot of muscle?

For the same reason that bodybuilders aren't known for their giant schlongs?

Because it would look funny if a green giant was running around smashing things with a 2-foot erection?
