who says it doesn't? ever seen hulk's genitals? way i see it, it goes green and grows as much as the rest... would be illogical otherwise ...
it's just like Mr. Fantastic (Can he stretch it?) or the Thing (is it made of rock?)...
it's just never adressed in the comics for obvious reasons...
