He didn't want to. He had done so much sci-fi and fantasy that he didn't want to get typecast as a Star Trek composer. So he declined from scoring Trek IV.

Oh, and by the way, Leonard Rosenman is a pretty legendary composer, but also quite an egotistical one. I don't often agree with some of the things he said about other composers music (like Goldsmith's and Horner's on the Star Treks), but I do respect the man's approach to film scoring, and it's still interesting to read his non-conformist opinions since there's so few people who'd dare say things like that. But his work for Star Trek IV just isn't all that good, with that I agree on. I would have liked Horner to have written at least this last Trek score before getting off at least.
