I don't know if it is eligible or not, but the argument that it relies heavily on previous works doesn't cut it. We all know that Williams has used his original material rather sparingly for Episode I and II...both The Empire Strikes Back and Return of the Jedi used the original Star Wars music MUCH MUCH more, and they were both nominated for Oscars, though neither won. Both Indiana Jones sequels were nominated as well, I think.
But in either case, I personally don't think the score for Episode II is Oscar-quality. It's certainly good action music, but it doesn't have that beginning-to-end operatic feel to it of the original three.
