From what I can see the review is saying the score doesn't use the Silvestri theme (and having listened to it, I can confirm that), but that it might borrow Silvestri's style here and there to make listeners think they're about to hear something familiar.

The review is correct in characterizing this as a very non-descript score with very little thematic development. Not impressive at all.
