Hey does anyone else notice the very similar sound between the love theme in From Hell and the love theme from TOmorrow Never Dies - very similiar - was Arnold supposed to score this film and left behind his notes?

I noticed some similarities between both scores. I don't think David Arnold was going to compose this score. Maybe the producers used his Tomorrow Never Dies love theme as an alternate track in some scenes, and then asked Jones to compose something similar to it. They do this kind of things all the time.
