Although this has very little to do with Musketeer, I'll give my opinion -- admittedly one of many -- to your query.
"Black culture" is used in exactly the same capacity as "Science Fiction" and "Adventure" - as descriptions of the films genre.
Just as a film like Musketeer demands a particular kind of score, a "Black culture" movie demands its own type of score. I'm sure you will agree with me that a Stargate style grand symphonic soundtrack would have been grossly inappropriate for a movie like Shaft!
Part of Arnold's greatness is that he can do either genre with panache. How many other composers do you know who excel in such contrasting musical styles?
I see no point in calling anybody an idiot, unless idiotic comments are made, which I believe in this particular circumstance, were not.
However I do understand that your question could have been misinterpreted as suggesting that some kind of racism is at work, where it quite clearly is not.
