Same one used at the introduction of Kashyyyk: Arena, an unused AOTC track.

Why is it unused in AOTC but used in ROTS? Is it included in any of the CD's? What's the title of this theme?

It's on the AOTC CD, titled "Love Pledge and The Arena". It's one of the (few) highlights of that score, and sorely missed in the film. It seems that the scene had some extensive re-chopping and editing after Williams scored it - for instance the whole C-3PO/Droid body thing was added afterwards. Apparently the track wasn't sufficient for it anymore, so they tracked in music from Phantom Menace.
The track's prescence in ROTS is just as silly; what could have been a brilliant musical moment from music was wasted with tracked music!

i wish they used Anikan's Dark Deeds in this scene here.....wait...when does that play in the movie anyways?

Dark Deeds plays in the slaying of the Trade Federation leaders on Mustafar, cutting in with Palpatine's Senate speech.

And the music during Anakin's march with the troopers may be previously used, but its well used and fits that scene great. It's a very strong piece that slaps you in the face to let you know "THIS IS IT".
