I think the whole idea that Quantum needs a third chapter is a bit overblown. At the end of Quantum of Solace Bond basically learned everything he wanted about the group, rendering their ability to operate as a secret organization useless. The implication is that Bond and MI6 would shortly clean up that situation and eliminate them.

The main plot threads left dangling were Mr. White still being free, and a potential connection to an adviser to the prime minister, although my understanding is that there was a deleted scene that depicted Bond dealing with both of them, thus wrapping up the storyline.

So the big disappointment with regard to the Quantum storyline is that the scene wasn't used or put on the DVD or Blu-ray.
