Your statement is either incredibly stupid or incredibly correct. Maybe both. You are right, the Hulk in this movie is too large to keep his shorts on. He would logically have to burst out of them and expose his large green dong for everyone to see. It wasn't that way in the television show, but the CGI monster is much larger.
I would not mind if the Hulk was naked during his scenes of anger and destruction. Fascinating...
