Because he's most likely moved on from the TV series, and probably the spy/jazz genre. Not unlike another composer, John Barry. It's doubtful he'll ever return for a Bond film, and he was attatched to The Incredibles before he decided not to do it. The reason? He couldn't emulate his own style. He'd developed so much he couldn't go backwards. So, Giacchino did it instead.
