Well, I use a suite of programs for my editing needs. "DVD Audio Extractor" comes recommended for ripping the audio itself, and I use "Acoustica MP3 Audio Mixer" and "Sound Forge" for splicing and the actual editing. You should be able to find them easily enough with a Google search. There's a bit of a learning curve, but you'll be able to jump right into them if you've had any experience with audio editing before.
