Clemmensen explained it once. Every score starts with 4 votes for each star rating (20 votes total), so the initial average can't be easily skewed by just a few people. Then when the total number of actual user votes gets above a certain number (I think it was 100), the original 20 votes (4 in each column) are subtracted automatically. That's why you sometimes (rarely) see ratings totals that go down overall when you vote.
