I think X-Men: the Last Stand and Bourne Supremacy are much too low. I'd certainly have both over Paycheck. Haven't heard Happy Feet.

Powell's an interesting composer. He gets a lot of love from our community, rightfully so, but I still hesitate to list him with the greatest film composers. Is top 10 scores can score toe-to-toe with just about anyone else, but once you get outside his top 15 scores, that's where the difference occurs. Having said that, I'd be a happy camper if he was scoring as many films as Balfe or some other prolific composers.
